And Warner didn't like this movie. They should have released it. They're the directors of the two Bad Boys movies, they're pure action.
Sigh. It wasn't released because WB didn't think they would make enough from it to recoup the development costs. So they opted to take it as a "loss" for their financial year, meaning they get a tax cut for a chunk of the cost. Once you declare it as a loss, you are not allowed, by law, to present it to the public. Remember, they not only spent development money, but there is usually the same or more spent on marketing upon release, and they did not want to incur those costs, as well.
